Study in Italy from Senegal

A student residing in Senegal applies to the Italian university (its own dates, often starting the previous fall), submits a mandatory pre-enrollment on Universitaly, then applies for a national D “study” visa in Dakar, at the BLS International center or the visa office of the Italian Embassy, no later than October 31, 2027 for a laurea or laurea magistrale. The Dakar embassy requires a Dichiarazione di valore (declaration of value), which it issues itself (32,800 FCFA, appointment on Prenot@mi): you need the certificate of authenticity of the diploma apostilled by the Senegalese Ministry of Foreign Affairs, legalized copies (15,750 FCFA per document) and certified translations (8,550 FCFA per page). The visa costs 32,800 FCFA, plus 10,496 FCFA if the application goes through BLS. Required resources are €10,179.85 per year (€783.06 per month), i.e. 6,677,544 FCFA, plus insurance of at least €30,000, real housing and a flight reservation. Senegal is on the 2026-2027 list of “particularly poor” countries, which simplifies access to regional DSU scholarships (at least €7,171.11 per year for a student living away from home).

The steps

  1. 1

Choose the program and apply to the university[1][2][3][7]

    When: October 2026 → spring 2027

Each university sets a quota of places for non-Europeans living abroad and its own dates (Padua: first window for 2027-2028 closed on November 15, 2026; others until July or late September). Documents: passport, bac obtained after at least 12 years of schooling, transcripts, language certificate; for a Master's, degree and Licence (bachelor's) course syllabi.

  2. 2

    Get your language level checked[1][8]

When: before the pre-enrollment is validated

Programs in Italian: at least B2 (CILS, CELI, PLIDA, Roma Tre certificate, or the university's own test). Programs in English: B2 in English. In Dakar, only certificates from bodies recognized by the Italian ministry are accepted; the embassy may call you in to check your language level.

When: as soon as you are admitted

For the diploma and the transcript, the embassy requires: the original, its Italian translation, a certificate of authenticity “legalized or bearing the apostille by the competent local authorities” and a legalized certified true copy. The Senegalese apostille is issued by the Ministry of Foreign Affairs (accession to the convention in force since March 23, 2023; no objection from Italy). The authority that issues the bac's certificate of authenticity is not named by the embassy; cost and processing time of the apostille not found. Originals less than 3 months old.

Differences and pitfalls

What differs from the general rule

  • Declaration of value required by the Dakar embassy for the visa (no mention of CIMEA certificates), issued by the embassy itself: 32,800 FCFA.
  • Senegal has applied the apostille since March 23, 2023 and Italy has not objected: the diploma's certificate of authenticity is apostilled by the Senegalese Ministry of Foreign Affairs, without consular legalization.
  • Two possible counters in Dakar: BLS center (10,496 FCFA service fee) or the embassy visa office.
  • Insurance of at least €30,000 and round-trip flight reservation required by the Dakar embassy.
  • Senegal is on the 2026-2027 list of “particularly poor” countries (DSU scholarships: simplified income assessment), unlike Cameroon, Côte d'Ivoire, Gabon and Congo.

Pitfalls to avoid

Starting authentication too late[6]

Originals must be less than 3 months old for the declaration of value, and the appointment goes through Prenot@mi: plan the apostille and the declaration of value as soon as the pre-enrollment is validated.

Old funds amount[8][14]

€10,179.85 per year is required; guides citing €6,947.33 or €6,079.45 are outdated.

Cash and last-minute deposits[1][14]

Cash and bank guarantees are not accepted; funds must be traceable over several months.

University deadline before the visa deadline[1][7]

October 31, 2027 is the visa deadline, not the universities' deadline (Padua: November 15, 2026 for a first window).

DSU scholarship “idoneo” (eligible) but not awarded[1][17]

Only a scholarship actually awarded counts as resources.
