Study in Belgium from Togo

For French-speaking Belgium, a student residing in Togo first has their bac recognized (équivalence (recognition) to the CESS, the Belgian secondary school diploma, from November 15, 2026 to July 15, 2027, reduced fee of €150 because Togo is on the official list) if aiming for a bachelier (bachelor's), and applies for admission to each institution (often before March 31). The D study visa is not submitted in Lomé: since July 1, 2021, residents of Togo submit at VFS Global in Abidjan (Côte d'Ivoire), in person, which means traveling and staying there; only Belgian government (DGD) scholarship holders can still submit at the Honorary Consulate of Belgium in Lomé. Togolese documents are legalized by the Togolese Ministry of Foreign Affairs and then by this honorary consulate (13,200 FCFA). The medical certificate can be done in Lomé with the approved doctor (Clinique des Cocotiers). Resources: €1,062 net per month in 2026-2027 (696,626 FCFA; 8,359,516 FCFA per year). Fixed costs: Office des étrangers (Immigration Office) fee of €251 and D visa fee, raised to €250 since July 1, 2026 (the embassy page in Abidjan still shows 118,800 FCFA = €180). Advantage: at universities, Togolese students are exempt from the additional contribution of €4,175 (€1,194 minerval (tuition fee)). Gaps: VFS service fee, cost of the trip to Abidjan, Togolese legalization.

Differences and pitfalls

What differs from the general rule

  • D visa submitted in Abidjan (VFS Global) and not in Lomé, since July 1, 2021; exception: DGD scholarship holders at the honorary consulate in Lomé.
  • Belgian legalization of Togolese documents at the Honorary Consulate of Belgium in Lomé (13,200 FCFA, 48 to 72 h), after the Togolese Ministry of Foreign Affairs.
  • Approved doctor available in Lomé (Clinique des Cocotiers).
  • Togolese students exempt from the additional €4,175 contribution at universities (annex 1 of ARES circular 2026-001) and at hautes écoles that exempt least developed countries.
  • Équivalence at the reduced fee of €150; certified true copies accepted (Togo is not on the list of countries that must send originals).
  • ARES international training scholarships and VLIR-UOS closed to Togo.

Pitfalls to avoid

Budgeting the visa at 118,800 FCFA[7][24][25][33]

D visa fees rose to €250 on July 1, 2026; the Abidjan embassy page is not up to date.

Forgetting the cost of submitting in Abidjan[7]

Travel, accommodation and appointment wait time (longer from June to September) come on top of the fees.

Documents not legalized in Lomé[9][16]

Without legalization by the Togolese ministry and then the Honorary Consulate of Belgium, diplomas and criminal record extracts are refused at VFS.

Missing March 31 or July 15[3][6][10]

Non-EU admission often closed at the end of March, équivalence by July 15, visa recommended before July 1.

Budgeting on €835 per month[20][31]

Threshold of €1,062 in 2026-2027, to be indexed again for 2027-2028.

Non-refundable fees[3][5][6]

Équivalence, admission deposit and fee are lost if refused.
