Study in Belgium from Côte d'Ivoire
For French-speaking Belgium, a student residing in Côte d'Ivoire runs two procedures in parallel: the équivalence (recognition) of their bac to the CESS with the Fédération Wallonie-Bruxelles (€150, reduced rate applicable to a diploma obtained in Côte d'Ivoire, from November 15 to July 15) for a bachelor's, and the admission application at each institution (often before March 31). The D study visa is filed in person at VFS Global in Abidjan, with proof of payment of the Office des étrangers (Immigration Office) fee (€251) and the D visa fee of €250 since July 1, 2026 (163,989 FCFA at the fixed rate; the embassy's page still shows the old rate of 118,800 FCFA); Belgian State scholarship holders file at the embassy. The file requires a medical certificate from a doctor approved by the embassy, a criminal record extract less than 6 months old and documents legalized by the Belgian Embassy (13,200 FCFA per document plus 3,300 FCFA service fee, 15 to 20 working days, by appointment at VFS) after the Ivorian legalization chain. Means of subsistence: €1,062 net per month in 2026-2027 (696,626 FCFA), 2027-2028 amount not yet published. Ivorians are exempt from the additional €4,175 contribution at universities, not necessarily at hautes écoles (universities of applied sciences). File before July 1: processing can take several months.

Admission route
No central platform in the Fédération Wallonie-Bruxelles: online admission application to each university, haute école (university of applied sciences) or école supérieure des arts (arts school), each with its own documents, fees and deadline (around March 31 for universities). For a bachelor's, équivalence (recognition) of the secondary diploma to the CESS in parallel ("equivalence-cess" system): Côte d'Ivoire is not on the list of countries that must send originals, certified true copies are enough, and proof of filing the application is accepted for the visa. For a master's, the institution assesses the diploma itself. In Flanders, separate fees and rules (many master's programs in English).[3][4][5][6][7][8]
Admission procedure fees
- Équivalence (recognition) of the secondary diploma (reduced "€150" rate, diploma obtained in Côte d'Ivoire)[1][2]€150≈ 98,394 FCFA
Non-refundable; the criterion is the country where the diploma was obtained. Undated list: check when paying.
- Admission application fee (ULiège example)[3]€200≈ 131,191 FCFA
Deposit deducted from tuition if admitted, not refunded otherwise; doctoral candidates exempt. Other institutions: their own amounts.

Differences and pitfalls
What differs from the general rule
- Filing at VFS Global in Abidjan, a center that also handles D visas for residents of Togo and Benin; Belgian State scholarship holders at the embassy.
- Ivorian diplomas sent as certified true copies for the équivalence (originals required for Cameroon and Senegal, not for Côte d'Ivoire).
- Reduced rate of €150 for the équivalence (diploma obtained in Côte d'Ivoire).
- Ivorian nationals exempt from the additional €4,175 contribution at universities ("low HDI" annex of ARES circular 2026-001); at a haute école, the exemption may be reserved for least developed countries (Benin, Senegal, Togo).
- Legalization of Ivorian documents by the Belgian Embassy via VFS (13,200 + 3,300 FCFA per document, 15 to 20 working days), after the Interior / Justice / Foreign Affairs chain.
- Two embassy-approved doctors in Abidjan for the medical certificate.
- ARES international training scholarships open to Ivorian residents with two years of experience; VLIR-UOS scholarships closed to Côte d'Ivoire.
Pitfalls to avoid
Outdated minerval (tuition fee) and haute école contribution[32][33][34]
The basic minerval (tuition fee) is €1,194 in 2026-2027; at a haute école, an Ivorian may owe the €4,175 contribution (€5,369 in total).
Budget based on €835 per month[19][29]
The threshold is €1,062 net per month in 2026-2027 and will be indexed again for 2027-2028.
Two separate calendars[3][5][13]
Admission often closes at the end of March, équivalence by July 15 at the latest, visa advised before July 1.
Forgotten or late legalization[12][14]
Ivorian documents must be legalized by the embassy before filing, by VFS appointment, with 15 to 20 working days of processing.
Long processing[10]
For a long stay, processing can take several months: don't wait for summer.
More than 20 hours of work per week[4]
Outside school holidays, this is grounds for withdrawal or non-renewal of the A card.
Insufficient progress[35]
Since June 1, 2026: 60 credits after two years of the bachelor's program, then 40 per year.
